How to test enough envoronment

The programmer decided to add new feature from C# 8, for example. And he used .NET Framework 4.7. But after update client had problems starting program. He didn't install .NET Framework 4.7 on his computer. The question is how can we test environment for our program? How can we catch this error before update client?
