Testing the speed of a C# application [closed]

I have a programmer developing a C# application which interacts with an API.

My question is how can I test how efficient the code is, without letting the internet speed of the API calls affect the results?

I asked my programmer for fast, efficient code, and would like to be able to test this efficiency somehow, if possible.
