Java Program Question, Java Expert, Java Development [closed]

I need a little help with my Java Task: ReqrefScanner subprocess is executed in runReqRefScannerTask. The logic to run it should be completely rebuilt to read the command line parameters from a central Config-file. What would you change in which the code to solve this? Suggestions are needed from a java expert. I will change this, I will rebuild this.... 3 to 5 Sentences will be enough. Thanks a lot
