Can an employee change his domain from Testing to Development? [on hold]

I am curious to know whether an employee can change domain from testing to development. I have scenario. One of my friend has 2 years of experience in software development. But after that he got a job in testing. He accepted the offer (since he had no other options). My question is after few years (say after 2 years in testing), can he get a job as a developer. He is more interested in development rather than testing. But due some unavoidable situation he became a tester.
