GoLang - Is "run test" option a decorator provided by "testing" package?

In the below code snippet from vcode IDE(could not paste the option):

After importing testing package, we see run test, debug test, run package tests & run file tests option as hyper link.

1) How are these options enabled? immediately after importing testing package

2) Are these options similar to python decorators?
