Thoughts required on creating a basic mobile app to trigger mobile test cases

I am new into Mobile app development and I trying to built a prototype for an app which will be built as a wrapper on top of Appium to trigger mobile app test cases.

My plan is to push test cases in form of a JAR into the app and the user can select relative JAR to launch automated test cases within the device.

Currently I am considering to test mobile sites however I want to have a solution which can take care of native apps as well in future.

Let me know if this is doable and an approach for this solution.
