Which users are allowed to test a published Closed Alpha version of an Android App?

I recently published a closed alpha version of my app on Google Play. In my database, I log the version of the app that is installed per user.

I noticed that one user who is not strictly listed as a tester was using the version I used for my closed alpha.

Does Google maybe join your testing group?
