Take home coding test for second round interview, can I use a framework?

As the title suggests, I'm in the middle of the second round of the interview process for a job. I was given a coding test which basically asks me to "make a single page application using javascript". The SPA needs to do the basic CRUD stuff...load data from JSON file, edit entries, add new entries, delete entries.

My only pause is that is it wrong for me to use a framework like Vue.js to complete this? They said it should only be 1-3 hours to complete. Am I wrong for even thinking about using a framework? Would appreciate any help on this, would like the job.
