Good IoT testing frameworks

Are there any good open-source frameworks for testing IoT services at scale?

The chicken-and-egg problem is that IoT services need to be brought-up and tested at scale before the IoT devices that will talk to them are deployed at that scale.

So does anyone know of a good generic device simulator, ideally open-source?
