Compare 2 different images and get notified Windows

I work for signage company and once in a while the software does freeze, Dev team is working to find a permanent solution.

If you dont know what sigange is think about a tiny computer attached to a TV and showing ads news etc

As mentioned above once in a while the software freezes but windows is running fine no difference in usage anything etc.

Does anyone know any script or software where i can capture for example image every 10 minutes and if they are same and matches more than 80% i get notified else delete them.

I prefer if it is some script that way i can customize it delay it and delete the images after
