Risk based testing approach- Test design and testing

In the risk-based testing approach, the responsibilities of TTA are risk identification, risk assesment and risk mitigation. My question is in which phase test design and testing are done? I mean in which category (risk identification, risk assesment and risk mitigation) is included testing and test design?.
