How to get test account for Colissimo delivery options

We plan to start using Collismo Delivery Options web service (SOAP web service). Now I'm doing investigation on how we can use it and test it in the lower environments (testing environments) and as I see in the technical Collisimo provides a test account in order to test changes before launching to prod. Could anybody help on me how to get this account ?
