Developing UNIT Testing in OneM2M Project

I am trying to develop a Unit Testing Framework For my OneM2M project to write Test Cases at Method Level. But Here I am getting Situation where I need to Test the Methods Which are Consuming Services that is getting started only when In-CSE or MN-CSE is up.

As if now I am Adopting Junit Framework (JUNIT-4) for Test Cases and Maven Surfire and Site Plugin to generate the Summary of All Test Cases. If possible could someone please let me know if there is any Better Alternative or optimization for this issue.
