how much of the difference between validation and test set accuracy is acceptable?

I got around 90% accuracy with the validation dataset and 77% with the test dataset using the ANN algorithm. What could be the reasons and how much of the difference between these two is acceptable? I tried hyperparameter tuning also, but no change in results.
