How do you arrange test input data values for Test Automation?

Recently,I faced the following question.Can any one pls answer....

There are 5000 test cases & 100 inputs.All Tcs don't need all the inputs.Some need 2 inputs,some need 3 .i.e. Different test cases need different no. of inputs.In total ,there are 20 input variables.How do you arrange them in an xl sheet ? May be we should arrange them in different sheets or you can use data providers.Give me best possible way ?
