How to Copy test plan with lot of folders from TFS to AZURE

Can someone help me with the below requirement.

I have 20+ Folders with 10000 test cases in old TFS version and now we have moved to azure devops. So would like to copy the test cases to Azure. So please suggest a better way to do it.
