Is Cypress (really) Ent to End (E2E) testing framework?

Given the fact that Cypress tests on development environment how it can be considered as E2E tool?

It seems to me that the essence of E2E testing is to do so for pre/production environment, whereas Cypress does it only on our local environment. Puppeteer and recently developed by Microsoft tool called Playwright seems to me the real E2E testing tools.

Would be great to hear from someone with experience across E2E tools.
